how is it grammatically incorrect? why can't it be located in Chicago, as well as being owned by Steve Albini, all in one breath?

I prefer the version without the "and."

Electrical Audio is a two-studio complex located in Chicago, Illinois and owned by Steve Albini."

Hello. Here's my professional opinion. Really. I'm a writer and editor. For money, not fun.

"Located" and "Illinois" are unnecessary. That's why you're getting hung up on adding an "and."

"In Chicago" implies "located in Chicago" and "Chicago" implies "Illinois. There is no other Chicago, and nobody outside of the US knows what the hell Illinois is, anyhow.

Electrical Audio is a two-studio complex in Chicago, owned by Steve Albini.

may reasonably be read as

Electrical Audio is a two-studio complex located in Chicago, Illinois, which is owned by Steve Albini.
