The reality of the modern world is that you have three options:
- You have nuclear weapons
- You are in a mutual defense pact with someone who has nuclear weapons
- You are subject to the whims of someone who has nuclear weapons
If your reality is option 3, you need to clandestinely work your way into options 1 or 2 before your most likely harasser has time to do anything about it, while accepting that option 2 means being subject to the whims of whoever has the goods. Option 1 is the only real way to protect any concept of national sovereignty; option 2 does preserve a pretty good illusion of it, though.
