I am a PC guy, and I know this is probably a pain in the ass, but can you make a back up of everything and put it on an HD and basically start from scratch? Or in Windows there are restore points I can revert my PC to (like a few months back), is there an option like that (pardon I haven't used a Mac in 20 years).
I guess I would just start eliminating culprits systematically. Eliminate any program on the machine you aren't using, reinstall stuff...computers! Who know?!

Yeah, I'd ask a few more people and try everything you can for a week or how ever long until you give up. If nothing works, as a last resort pull all the files you want off (including plugins) and reinstall the OS version that worked and the version of Reaper that worked. If you need the internet to get the plugins authenticated, I'm not sure how you should go about doing that.

Most plugins should have an offline option to authenticate, each company is different, but there is usually an option for people who don't want their system online at all.

I just now installed a copy of Reaper 6.40 (a few months old) to run off this external hard drive, and it worked perfectly for five minutes before the distortion and then latency reappeared, and that's where it's at again. What a drag.

While I tend to doubt that something like this would not already have been creating an issue?
I did run across this poking around on the interwebs...
3. Switch off the backup to iCloud for unused files, that was introduced with Sierra.

Thanks for looking into this--I really appreciate that. I'm running them both on El Capitan (10.11.x), though: the OS before Sierra (10.12.x). This particular Tascam interface is actually supported up through High Sierra (10.13.x) but I seem to not be able to even get that old OS anymore. It's possible that updating the OS to Sierra or High Sierra --both still supported for this old i/o-- could help. Maybe...? But who the hell knows. Apple Support seems to have yanked all the old OS downloads, so I dunno how I'd even reinstall the one I've got for a clean start at this point.

(To me, moving over to the latest OS that will work seems like it would get the Tascam about as "Future Proof..." as it will ever get. Never mind that you are already caught in a mosh...)

Did you try a reinstall of the Tascam drivers? I have the Tascam 16x08 and one day ( a couple years into using ), they just checked out for no apparent reason ( no new software installs or anything ). I was down for hours and couldn't figure it out.. finally reinstalled the same drivers and problem solved. Something to try if you haven't.
(Have a tough time buying that it could be as simple as that, but the issue that user laid out does feel a bit like what you described...)
