Why are my LA-4 meters going screwy?

i've got a pair of LA-4's that are in good condition and the other day one of the meters stopped reading gain reduction. I went in to try and recallibrate it following the manual http://www.jblproservice.com/pdf/Vintag ... manual.pdf adjusting the R49 pot and I got nothing. the meter isn't dead. it moves, just not much. it reads just fine on all the +4 setting. (well, not exactly perhaps i should say it read, as in past tense...)

i decided to compare it to the other LA-4 and when I checked the meter cal on that one using the same method with the 0dBu 2k tone etc. the R51 pot doesn't do anything at all! I went back to the one with the "bad meter" and now it's R51 pot doesn't effect anything either.

Does anyone have any idea what may be going on here?

Did you follow the meter calibration directions exactly?
Does the needle stick anywhere?
